Chris Perera is an accomplished international government affairs executive and former senior diplomat with more than two decades of leadership in the global telecommunications and media sectors. She serves as the Managing Director of Regulatory, Government Affairs, and Public Policy (Global) at PCCW Global, an operating subsidiary of the Hong Kong-based information and communications technology giant HKT. Based in Hong Kong, Perera is widely recognized for her commercial acumen and strategic advocacy. Her career focuses on shaping national and regional policies fit for a rapidly advancing digital economy.
Before taking on her executive mantle at PCCW Global, Perera built a highly decorated public service and diplomatic career representing New Zealand. As a senior diplomat, she served as the Head of Delegation for New Zealand at major multilateral organizations, including the United Nations and the International Telecommunication Union (ITU). She has also acted as a key policy architect at home, serving as a trusted Advisor to both the New Zealand Minister of ICT and the Minister of Broadcasting, while chairing the nation’s Radiocommunications sector and acting as the Principal Wireless Advisor on the critical Rural Broadband Initiative.
On the international stage, Perera has utilized her deep regulatory expertise to bridge public sector frameworks with fast-paced commercial realities. She previously spent years serving as the primary spokesperson for the global mobile industry association, the GSMA, driving major advocacy campaigns on radio spectrum and telecom regulatory issues across the Asia-Pacific region. Her extensive multi-jurisdictional influence also spans key leadership or advisory associations, such as her work with the Asia Pacific Carriers' Coalition (APCC) and the Institute of Directors in New Zealand.
In addition to her corporate duties, Perera is a prominent champion for diversity and corporate inclusion. She has been continuously celebrated as an "aspiring Woman to Watch" by notable non-governmental bodies, including the Women’s Foundation Hong Kong and the local chapter of the 30% Club—a global group of board chairs and executives dedicated to increasing female representation on corporate boards.
